On February 20, 2025, the Manitoba Provincial Nominee Program (MPNP) conducted its latest draw, issuing 41 Letters of Advice to Apply (LAAs) to foreign workers and graduates. This marks the second invitation round by the province in February.

International Education Stream
Nineteen LAAs were extended to candidates under the International Education Stream. Eligible profiles included those with a Master's degree or higher and a close relative residing in Manitoba. The Manitoba Supporter must be a Canadian permanent resident or citizen who has lived in the province for at least one year.
Skilled Worker Overseas
The draw also targeted candidates under the Skilled Worker Overseas category, issuing 22 LAAs. These individuals were directly invited by the MPNP through a strategic recruitment initiative. The lowest-ranked candidate in this group had a ranking score of 711.
Notably, seven of the 41 invitations were issued to candidates who declared a valid Express Entry profile number and job seeker validation code.
Invited candidates have 60 days to submit a complete application for permanent residence. Failure to do so within this timeframe will render the LAA invalid.
The MPNP continues to conduct regular draws under its Expression of Interest (EOI) system, aiming to attract skilled workers and graduates to strengthen Manitoba's workforce.
